The details are that they are 'Waiting for another program'. I am looking for a way for jump start this system just to drop what it is doing and scan for advertisements. I've tried a few things, like initiating a hard policy reset and even performing a client repair, but that does not seem to help.

There's been numerous solutions to this little conundrum. In the past I've mostly focused on XP, and in the case of that OS, the issue has tended to be based around 3-400 workstations on 5-6000 user estate. On a site wide deployment this would rule out most if not all server issues.
However in the case of my Windows 7 estate, I've seen this issue crop up on all workstations, I don't know why that should happen in particular with Windows 7, we run two different OU's but identical SCCM 2007 SP2 setups.
Anyhoo, after excemgr.log, you need to focus on CAS.log, this is your content distribution log, from within this file you can monitor the date transfer to the localised CACHE.
The screen shot above indicates a successful download in progress, after this it commences HASH verification of the data.But lets say its an hour later and the content hasn't download, firstly you need to scroll back up the log and identify your DP's.
In the case of my issue, I looked through the DP for SVVSCCM01, in particular at the log file as follows.

Search using your cache package name, your essentially looking for file error numbers, typically 404 or 401, a successful file will have the number 200 0 0 or something similar on the end of it.
404.7 is a common error, this would determine that your file extension is not allowed or blocked, this can be resolved by editing the file ApplicationHost config file as follows..

My issue however was slightly different, after a bit of scratching around reading the error code I had, I came to the conclusion that V++ as a file name was blocked, the ++ being classed as a 'double escape sequence' which is not allowed on my SCCM server.
I resolved this using the following command.
appcmd set config /section:requestfiltering /allowdoubleescaping:true This primarily an interesting alternate to editing the applicationhost config file. Remember changes will require an IIS Service restart and possibly an SMS_Exec restart, more details on APPCMD at the following.

Either way, for me, the issue was resolved, complex file names with ++ included were now allowed.
